After meeting a top Russian envoy, US President Donald Trump has promised a new security deal for Ukraine that could include the whole of Europe. But with no details of the proposal available, confusion has spread in European capitals. CNN reported the information on Friday (6 November).

Speaking to reporters on Thursday, Trump said: 'It could be something big. It could include not just Ukraine, but all of Europe. It will be a wonderful, big deal that will make everyone happy.' He gave no further details, however.

Trump made the remarks after meeting Kirill Dmitriev, the chief executive of Russia's sovereign wealth fund. Dmitriev is currently under sanctions and serves as an envoy of Russian President Vladimir Putin. Trump had also promised on several earlier occasions to strike a deal to end the Ukraine war.

Trump's son-in-law Jared Kushner also issued a statement on X on Thursday. In it, he argued that a broader European security framework is needed to address all sides' security concerns, reduce the risk of future conflict and build a more stable and predictable security environment.

Kushner said in the statement that for more than 30 years Europe and Russia have struggled to build a sustainable security framework. Decades of distrust, conflicting security concerns and the devastating consequences of this war have made the matter extremely complicated. But in his words, it is essential for lasting peace.

Kushner nowhere mentioned that Russia itself invaded Ukraine. Nor did he say anything about the 'hybrid' attacks for which Europe blames Russia. Kushner argued for greater military transparency between Russia and Europe and for mutual steps to reduce the risk of escalation.

His remarks could cause concern in parts of Europe, because Moscow's long-standing position is that NATO's presence in Eastern Europe is itself a cause of rising tensions.

According to Kushner, Trump has initiated a discussion on security with European leaders.

However, European officials familiar with the conflict told CNN that they do not know exactly what Trump was referring to.
