State Minister Humayun Kabir given full minister's powers to lead delegation to Commonwealth summit
State Minister for Foreign Affairs Humayun Kabir has been given the powers of a full minister to lead Bangladesh's delegation, as acting foreign minister, to the Commonwealth Heads of Government Meeting (CHOGM-2026).
A press release from the Ministry of Foreign Affairs on Sunday, 25 October, said the summit will be held from 1 to 4 November in the Caribbean country of Antigua and Barbuda.
A gazette notification issued by the Cabinet Division said that, under section 4(3) of the Rules of Business, 1996, Humayun Kabir has been conferred full powers equivalent to a cabinet minister.
The powers were given so that he can lead Bangladesh's delegation to CHOGM-2026 and perform the duties of the foreign minister as acting foreign minister at the high-level summit.
Cabinet Secretary Nasimul Ghani signed the notification, issued by order of the President.
Under this arrangement, Humayun Kabir will represent Bangladesh at the Commonwealth summit with the rank of a full minister and will lead the country's delegation as acting foreign minister.
